Capt. Billy Bowlegs XLIX, Frank Robbins and Faithful Captain’s Lackey Jaciel Robbins

Frank Robbins, Capt. Billy Bowlegs XLIX, and his wife, Jaciel, who was First Mistress of Bowlegs XLVII, have lived in the local area almost continuously since the early 1960’s and became Krewe members in 1995. They were members of the Honor Guard of Capt. Billy Bowlegs XLIII Sam Burkett. Frank actually began his pirating career at Pryor Junior High School in 1961. Jaciel was from the hallowed grounds of Ruckel Junior High School. Their lives first converged when they became Big Green Indians and graduated from Choctawhatchee High School.

Frank’s coronation costume, created by Karen Thorton of Mobile, is of black and gold with red accents. The black honors the darkness of his heart as a pirate and the gold reflects the sun and happiness of the Emerald Coast. Red is a very present accent that represents his true love for his wife, his queen and all the wenches of the Krewe. His tunic coat is black and gold brocade with gold textured black velvet cuffs, encrusted with black and gold trim with rhinestones. His cape continues the use of gold metallic black velvet and is embellished with a frontal silhouette of a pirate ship and sails of gold, highlighted with Austrian crystal rhinestones. His cape is further decorated with two swords of gold, and his fearsome XLIX skull with red dew rag. A most prominent feature to his cape is two large red lightning bolts trimmed in gold and crystal that represent The Krewe of Bowlegs striking paradise when they landed on the Emerald Coast. His two hatpins feature primary XLIX emblems, the skull and the Bowlegs Crest surrounded with lightning bolt swords out of Austrian crystal designed by Dynasty Collections of Mobile. His belt buckle has a Gold Ammo coin presented by great American warfighters in the US Air Force, along with birthstones honoring Jaciel and each of 3 sons and 3 grandsons.

J. Frank Robbins is an internationally acclaimed consultant for precision weapons. He retired in September of 2002 after 35 years government service, and last served as the Director of Precision Strike Weapons at the Air Armament Center, Eglin Air Force Base. He led the design, development and production of critical missile systems used by the U.S. Air Force, Navy and allies. He received Bachelor and Master of Science degrees in physics from the University of West Florida. Frank also earned a master of science in international business management from Massachusetts Institute of Technology and was honored as a Sloan Fellow. From Southeast Asia, to the Gulf War, to Bosnia, Afghanistan and Iraq, Frank has focused in his career on providing our warfighters the best in the world of weaponry. He was recognized in the 1999 Guinness Book of World Records for his work as an expert in modern weapons. He is on the Board of Directors of the National Defense Industrial Association, and speaks to the public, industry and governments throughout the world.

Jaciel Robbins is the chief of contracts for Area Attack Systems Program Office for the U.S. Air Force, also at Eglin. She is responsible for business strategy, source selection and contract administration for our most advanced weapons. She received Bachelor and Master of Science degrees in management from Troy State University. She is active in supporting senior citizens throughout the area.

Frank and Jaciel have three sons, James, Raymond, and Jeff, and three grandsons, Tyler, Keaton and Brant.

Don and Karen Hutson



Don W. Hutson, a native of Troy, Alabama, has lived in Fort Walton Beach since 1988. He is a graduate of Troy State University with a BS Degree in business administration and marketing. He has been in the automotive business for 33 years. For the past sixteen years he has been Vice President and General Manager of Sam Taylor Buick-Cadillac, Inc. He has received Buick’s highest award, the “Best in Class Manager”, Cadillac’s “Master Manager” award and General Motors “Mark of Excellence Manager”. He is a member of the Greater Fort Walton Beach Chamber of Commerce, Chamber Host Council and a member of the All Sports association. In the Krewe of Bowlegs, Don has served on the 1998/1999 Honor Guard of Captain Billy Bowlegs XLIV, French Brown and Queen Lynn Kimmel. He was on Captain Billy Dick Roberts XLV Board, Captain Billy Dr. Phil Blumer XLVI Board, Captain Billy Dr. Tom Dlabal XLVII Support Board, Captain Billy Jeff McInnis XLVIII Executive Board as Treasurer. He has three sons, Scott, Todd, and Chad. He also has two grandsons, Jared and Jacob.

Karen Taylor-Hutson is a native Floridian who has lived in Fort Walton Beach since 1974. She is the owner of Sam Taylor Buick-Cadillac, Inc., which has been a family owned business in Fort Walton Beach for 30 years. As a Buick-Cadillac dealer, Karen has received both Buick’s highest award, Mark of Excellence and Cadillac’s highest award, Master Dealer. She attended Okaloosa-Walton Community College, General Motors Dealer Management College in Troy, Michigan, and Harvard Dealer Training School in Boston, Massachusetts. Karen is a current member of the Fort Walton Beach Chamber of Commerce, previous Chamber Board member, and current member of the Host Council, where she has served on the Board. She is a past United Way Board member and past Red Feather Campaign Chairperson. She is a Rotary Club member, and past Sergeant-at Arms. She has one son Jason who attended Okaloosa-Walton Community College, and now is working in the family business, carrying on the family tradition.

Don and Karen reside in Shalimar Florida, and attend the Shalimar Baptist Church. They enjoy boating, golfing and traveling.
